You might have bought the house and all the decor, and then skipped out on the conversation with her. And yeah normally the jarl or steward does start the helping the people quests because they say so in every other hold. In falkreath you talk to the jarl and he says the position of thane is available but you need to be more well know, then the assisting the people quests pop up. This is what's not happening in riften.
