Needs to have drop rate roughly equal to 1/3 of the deepsight weapons ie you get exotic pattern around same time you would get the relevant legendary pattern. A: The perks outside of the boxes are a fixed, "curated" roll from Bungie. Sometimes, that fixed version of the item will drop fully masterworked (see Nation of Beasts or Vouchsafe for examples). Other times, those perks are just for display, such as when you preview an item from your collection.

If you collected the armor but dont show it as available to unlock in your ornaments selection on the appearance screen, pull each of the pieces you want from collections, dismantle them, then they should show available for you to unlock with the ornament materials.I did get the exotic glaive on my warlock first. The initial Glaive quest is account wide. Once it's complete you can craft one of the three exotic glaives. The other two patterns are added to the Wellspring loot pool. The rest of us were on the quest for 2.5 weeks waiting for the drops to get adjusted. It takes like max 5 runs to get a drop now, and you need 2 patterns to drop. And spoiler alert, the exotic glaives, which are the sole incentive for finishing that quest step, are terrible.
